Once you have multiple symbols/blocks on a layout in a DWG, there are 6 steps to publish your symbol libraries from AutoCAD to DWF for import to Autodesk Design Review’s custom symbol library. You create a DWF file from a DWG from any AutoCAD product via the publish command.
From the publish dialog, click Publish Options button.
From the Publish Options dialog, select to 'Include' Block information (in the next step, you'll set up a block template file).
In this step you can create or load a Block template file to publish your Block/Symbol libraries to DWF. To create a new Block template, select 'Create…' from the Block template file menu option to display the Publish Block template dialog where you can save your Block template files for loading into your DWF publish option settings.
From the Publish Block Template dialog, click the 'Scan for Blocks' button to display and filter blocks available in the Block source drawings field set. You can also add or scan from multiple 'Block source drawings' and block definitions. Once you've scanned for Blocks, a list of them will display in the 'Block data to Publish' field sets. You can select the blocks you wish to publish and click the 'Save' button.
Back in the Publish options Dialog, with the new Block template file loaded and click OK.
Now from the Publish dialog, click Publish button to publish your block library to DWF. You can also save the list of sheets (to a DSD file) by clicking the Save icon. This DSD file can then be loaded in the publish dialog, to remember your Publish settings and options for the next time you wish to update and publish your symbol libraries.
Subject Matter Expert, Jason Pratt of Autodesk Collaboration Services Sales devised a trick to compare two versions of an AutoCAD drawing using the Autodesk Design Review custom symbols feature. Let's say you have two versions of the same drawing: V1.DWG and V2.DWG.
You use the steps above to create a custom symbol from V1.DWG.
You load V2.DWG into AutoCAD. You use publish to generate V2.DWF.
You load V2.DWF into Autodesk Design Review. You insert the custom symbol (created from V1.DWG). You save the DWF file with the markup as V2.DWF.
You load V2.DWG into AutoCAD. You use the Markup Manager to load V2.DWF. AutoCAD permits you to toggle visibility between the drawing and the markup. This allows you to visually compare the two versions, since the drawing is V2.DWG and the markup is actually an image of V1.DWG.
Try doing that with a plot file! DWF really does go beyond the paper.
Send DWF files of 2d drawings for markup to collaborators who do not have Inventor.
You can publish an Inventor drawing file (IDW) as a Design Web Format (DWF) and then send to others who need to participate in the design process. Your collaborators can review the 2d drawing using the free Autodesk viewer, Autodesk Design Review, mark up the file, and then send it back to you. The markups and their statuses are saved in the DWF file. You can implement and respond to the comments and republish your drawings.
When you open the marked-up DWF file of the 2D drawing in Autodesk Inventor, view the markups in the browser area. You can turn them off, make your changes, change the status of the markups, and republish the DWF file to send out for another review.
Note: You can only create markups of 2D drawings in Autodesk Design Review.
Markups
A markup set is a group of markups contained within a single DWF file. When you load a markup set into the Markups browser, the tree view displays each marked-up drawing sheet and its associated markups. In the Markups browser, select individual markups. Usb extreme. You can view their status and other details, such as the creator of the markup, the date and time that you created it, and any comments associated with the markup.
The default status for new markups is <None>. You can change the status of a markup to Question, For Review, or Closed. Contains information about which changes to make to the drawing. Depending on the selected attribute (None, Question, For Review, Done) the appropriate icon appears before markup.
<None> Indicates that the markup does not yet have an assigned status. None is the default status for new markups.
Question When you open and view a markup, you can change the status to Question to indicate that you need additional information about the markup.
For Review When you implement a markup, you can change the status to For Review. The markup creator can review the changes to the drawing sheet and the status of the markup.
Done Indicates an individual markup that has an assigned status of Done. When a markup is implemented and reviewed, you can change the status to Done.

Other types of markups created in Autodesk Design Review that can appear in the DWF file are text blocks, redline geometry, dimensions, and stamps. Only comments have a status are shown in the Markups browser.
Workflow
The process starts when you open the design documents and publish a DWF file. Only IDW files are supported to allow modification of markups.
1. Owner publishes original DWF using Autodesk Inventor
Create or open an existing Autodesk Inventor Drawing document.
Publish a DWF file from the drawing using the Publish command.
Note: Ensure that the Enable Markups check box is checked.
Send the DWF file to a collaborator for review.

2. Collaborator creates markups using Autodesk Design Review
Using Autodesk Design Review, reviewers add markups electronically, just as you might mark up a paper version of the drawing. A markup is a single comment or a redline geometry correction, which can also be assigned a status. The markups and their statuses are saved in the DWF file. For more information about creating markups in Autodesk Design Review, refer your reviewers to the Help documentation available from within Autodesk Design Review.
